Learner riders Under 18?

I was just reading that you must be 18 and have a learners permit or licence to ride a bike, why is this so? years ago you got your leaners at 16 and 9months and you got onto the road and mixed it up with cage drivers, why cant kids have a learners permit for the dirt at an early age and ride under adult supervision?
DSE and Vic Police will give a 12 year old a shooters/handgun licence at 12 years of age and you can go hunting anywhere under supervision.

Unfortunately, this is not our call!

Any licensed rider can ride with AMTRA. A 'learner' rider can ride with AMTRA, provided he is the holder of a valid learners permit.

It is statuatory regulations that determine when someone can get a learners permit for motorcycle riding, and I think that age is now 18.

Damige, yeah it stinks. They'll also give a 15 year old a license to ride a jet ski and drive a boat. Not happy Jan Huh
